Google Ads Campaign Structure for Saudi Lead Generation
- Split campaigns only when budget, location, language or brand intent must differ, and keep each ad group to one service or intent.
- From September 2026, Google drops campaign-level language targeting on Search; separate Arabic and English campaigns or ad groups still help control and reporting.
- Count form submissions and CRM-qualified leads as primary conversions, and import lead stages with GCLID or enhanced conversions for leads.
- Google lists Saudi Arabia as ineligible for lead form assets and forwarding numbers, so plan landing pages and call and WhatsApp tracking accordingly.
A Google Ads account built for lead generation has one job: bring enquiries you can call back and sell to, at a cost your margins can carry. Structure controls which searches trigger which ad, which page people land on, what bidding learns from and whether you can read the results. This guide sets out a practical structure for businesses generating leads in Saudi Arabia, with the platform details checked against Google's own documentation as of September 2026.
Account, campaigns and ad groups: what belongs where
Google organises every account in three layers: the account, campaigns and ad groups. Budget, bidding, networks and geographic locations are set at campaign level, while each ad group should follow a narrow theme with keywords related to that theme.
A workable rule: split into separate campaigns only when something that lives at campaign level has to differ. Typical reasons are:
- Different budgets or cost-per-lead targets.
- Different locations, if Riyadh, Jeddah and Dammam have separate sales teams, prices or capacity.
- Brand versus non-brand searches, so searches for your own name do not blur results for generic terms.
Inside a campaign, build ad groups around one service or intent each (for example "emergency AC repair" rather than "services"), each pointing to the page that answers it (see our landing page checklist).
Search, Performance Max and Demand Gen: different jobs
| Campaign type | Where it serves | Role in a lead generation account |
|---|---|---|
| Search | Google Search results, triggered by keywords | The core: captures people already searching for the service, with full control over keywords, ads and landing pages |
| Performance Max | YouTube, Display, Search, Discover, Gmail and Maps from one campaign | An addition to test once conversion tracking reflects real lead quality |
| Demand Gen | YouTube (including Shorts), Discover, Gmail, Maps and the Display Network | Building demand with visual creative, and reaching new people through lookalike segments |
If budget is limited, start with Search, which spends only when someone searches for what you sell. Performance Max optimises toward your conversion goals across all channels at once, so it learns only as well as your tracking allows. Google states that a Search campaign with an exact match keyword is prioritised over Performance Max when a query matches that keyword, though Performance Max may serve if the Search campaign is limited by budget. For a fuller decision guide, read Performance Max in Saudi Arabia: when it fits and when it does not.
If your service needs explaining before people search for it, consider Demand Gen, and judge it on the leads it brings rather than on clicks.
Arabic and English campaigns
Starting in September 2026, for Search campaigns and the Search Network portion of Performance Max, Google is removing the campaign-level language targeting setting. Search ads will match based on the language of the ads, and Google says it prioritises ads that match the language of the user's search term, using the search term language and the user's language settings and preferences to understand which languages a person knows. Language settings still apply to Performance Max's other channels, and Google says no advertiser action is required for the change.
Separate language campaigns are therefore not a platform requirement, but keeping each language in its own campaign or ad group still makes control and reporting easier. A clean approach:
- Run Arabic and English as separate campaigns or ad groups so reports and search term reviews stay readable.
- Write Arabic ads natively rather than translating English headlines, and send Arabic clicks to Arabic, right-to-left landing pages.
- Research Arabic keywords separately rather than translating the English list; our Arabic keyword research guide covers how.
Each responsive search ad takes up to 15 headlines of 30 characters and 4 descriptions of 90 characters, and Google recommends at least two responsive search ads with "Good" or "Excellent" ad strength per ad group.
Keyword match types
Google offers three match types:
- Broad match (no symbol) can show ads on searches related to the keyword, including searches that do not contain its direct meaning. Google says it is critical to use Smart Bidding with broad match.
- Phrase match ("keyword") shows ads on searches that include the meaning of the keyword.
- Exact match ([keyword]) shows ads on searches with the same meaning or intent, giving the most control and the least reach.
Without conversion data, consider phrase and exact match with regular search term reviews; once tracking records qualified leads and Smart Bidding is running, test broad match as an experiment and compare lead quality, not only volume.
Negative keywords from day one
Negative keywords stop ads showing on searches you do not want. Unlike positive keywords, negatives do not match close variants, so singulars, plurals, spelling variants and synonyms each need to be added.
Negatives can sit at ad group, campaign or account level, and shared negative keyword lists can be applied to several campaigns. An account-level list applies to eligible Search and Shopping inventory across relevant campaign types. Useful starting lists for lead generation include:
- Job seekers: jobs, vacancies, careers, salary, and their Arabic equivalents.
- Education and research: course, training, PDF, definition, if you do not sell those.
- Cities or regions you do not serve.
Review search terms on a set schedule and add negatives in both languages.
Conversion actions for leads
Bidding learns from what you count as a conversion. In Google Ads, primary conversion actions appear in the Conversions column and are used for bidding (when their goal is used for bidding), while secondary actions are reported in "All conversions" for monitoring only. A lead account might use:
- Primary: submitted form (thank-you page or confirmed submission), and later a qualified lead imported from your CRM.
- Secondary: phone or WhatsApp clicks and other actions you want to watch but not optimise for.
The conversion window defaults to 30 days for click-through conversions on Search and can be set between 1 and 90 days depending on the source. If your sales cycle is longer, consider lengthening it for imported stages.
Offline conversions and enhanced conversions for leads
A form submission is not a customer. Offline conversion imports let you send back what happened after the click, matched by the Google Click ID (GCLID) saved with each lead. Enhanced conversions for leads builds on this: your site captures hashed first-party data such as an email address or phone number when the form is submitted, and you later import conversions with matching hashed data through Google Ads Data Manager or the API. Google recommends including GCLIDs whenever possible. Google also notes that enhanced conversions for web and for leads are now combined into a single setting.
In practice: store the GCLID and form data in your CRM, mark leads as qualified or won, and import those stages regularly. Your forms, CRM fields and GA4 setup need to support this.
Collecting and uploading customer data also brings legal duties. Saudi Arabia's Personal Data Protection Law applies to processing personal data of individuals in the Kingdom, including processing from outside the Kingdom, requires consent except in the cases the law sets out, and requires a privacy policy to be available before data is collected. Our PDPL checklist for marketing websites covers the practical side; confirm the legal basis with your adviser.
Calls, WhatsApp and lead forms in Saudi Arabia
Three details matter specifically for Saudi accounts:
- Calls. Call reporting uses Google forwarding numbers, and Saudi Arabia is not on Google's list of countries where forwarding numbers are available. Google's phone call conversion guide says tracking calls from ads, tracking calls to a website number and importing call conversions all require Google forwarding numbers, so call-length conversions and call imports are not currently available for Saudi numbers. Clicks on call assets and on phone links on your mobile site can be tracked without a forwarding number, but they are clicks, not confirmed calls: record them as secondary actions, and reconcile actual qualified calls in your CRM or a suitable third-party call-tracking system.
- WhatsApp. Message assets can send people from Search and Performance Max ads to a WhatsApp Business number. They are in beta, require completed advertiser verification and an active WhatsApp Business number, and may not yet be available in every account. When a message asset is approved, a "Leads from Messages" conversion goal becomes available. Otherwise, track WhatsApp link clicks on your site and record in the CRM which chats became real leads.
- Lead form assets. Google's lead form help page lists Saudi Arabia among the countries where lead forms do not serve, so plan for leads to come through your own landing pages.
Choosing a bidding strategy by conversion volume
Google's bid strategy guide says conversion-focused strategies depend on correct tracking, with the actions you want to optimise set as primary. A staged approach:
| Situation | Strategy to consider | Why |
|---|---|---|
| New account, tracking not yet verified | Maximize clicks with a maximum CPC cap, or manual CPC | Buys traffic while you confirm conversions record correctly |
| Tracking verified, leads starting to flow | Maximize conversions | Aims for the most conversions while spending the average daily budget |
| Steady volume and a known cost per lead | Target CPA | Bids for conversions around a cost per conversion you set |
For Target CPA, Google recommends evaluating performance over periods that include at least 30 conversions, and its recommended target is based on your average CPA from the last 30 days, adjusted for conversion delays. If volume is far below that, consider combining small campaigns or optimising toward form submissions until qualified-lead imports build up. For budget planning, see our Google Ads cost planning guide.
Geo targeting across Riyadh, Jeddah and Dammam
Location targeting has two main options. "Presence or interest", the default, reaches people who are in or regularly in your locations and people who have shown interest in them. "Presence" reaches only people likely to be located in, or regularly in, those locations. If you can only serve customers physically in a city, for example a home service, consider "Presence" and compare lead quality.
Whether to split by city depends on your operations:
- If one team serves the whole Kingdom at one price, a single campaign targeting your service areas keeps data together.
- If Riyadh, Jeddah and Dammam have different branches, prices, phone numbers or capacity, consider one campaign per city so budgets and landing pages can differ.
- Match the phone number, address and offer on each landing page to the city targeted.

Frequently asked questions
Should Arabic and English Google Ads run in separate campaigns?
Google does not require it, but separating them keeps budgets, reports and search term reviews readable. From September 2026, Google removes campaign-level language targeting for Search, matches Search ads based on the language of the ads, and prioritises ads that match the language of the user's search term, also drawing on the user's language settings.
Can I use Google lead form assets in Saudi Arabia?
Google's lead form help page lists Saudi Arabia among the countries where lead forms do not serve. Plan for leads to arrive through your own landing pages, and check the help page for any change before planning around it.
How do I track WhatsApp leads from Google Ads?
If message assets are available in your account, they can link Search and Performance Max ads to a WhatsApp Business number, and an approved asset makes a Leads from Messages conversion goal available. Otherwise, track clicks on WhatsApp links on your site and record in your CRM which chats became real leads.
