Performance Max in Saudi Arabia: When It Fits and When It Does Not
- Performance Max works best when conversion tracking carries real lead or sale values and there is enough conversion volume for bidding to learn from.
- Keep Search for high-intent terms and brand traffic: exact match keywords usually take priority over Performance Max (it may still serve on them if the Search campaign is budget-limited), and brand exclusions can keep it off your own brand searches.
- For lead generation, feed qualified and closed outcomes back with enhanced conversions for leads or offline imports, or the campaign will optimise for form fills alone.
- Build Arabic and English assets as separate, natively written sets, and use asset and channel reporting to decide what to keep.
Performance Max is a single Google Ads campaign that can serve across YouTube, Display, Search, Discover, Gmail and Maps. You supply the goal, the budget, the creative and the signals; Google decides where the ad appears, what it bids and which asset combination it shows. That makes the real question less about whether Performance Max works and more about whether your account gives it inputs worth optimising towards. This guide sets out when it fits a Saudi business, when it does not, and how to run it without losing control of the traffic you already own.
What Performance Max needs from you
- Conversion goals, ideally with values. The campaign bids towards the conversion actions you choose, with an optional CPA or ROAS target. If those actions are wrong, it will efficiently buy the wrong thing.
- Asset groups. Google describes these as collections of text, images, logos and videos centred on a theme or audience. They are your main input into what people see, though Google also offers other controls such as text customization, brand exclusions, negative keywords and Final URL expansion.
- Audience signals. These are suggestions, not targeting. Google states that Performance Max may show ads to audiences outside your signals when it predicts they are likely to convert.
- A product feed, if you sell online. Retailers can connect a Google Merchant Center data source so products appear in dedicated ad formats.
When Performance Max fits
Your tracking reflects real business value
If your purchases pass actual order values, or your leads carry values that reflect what they are worth to you, the system has something meaningful to maximise. If every conversion counts the same, it will favour whatever converts most cheaply.
You have enough conversion volume
For value-based bidding in lead generation, Google's guidance suggests selecting a goal close to a sale or closed deal that has at least 15 conversions in the last 30 days, and allowing one to two weeks, or up to six for low volume, to exit the learning phase. Google presents the 15-conversion figure as a tip for choosing a deeper-funnel goal, not as a hard minimum for Performance Max, but the fewer conversions a goal records, the less data bidding has to learn from.
You can supply strong creative in Arabic and English
Performance Max assembles ads from your assets across very different placements, from a search result to a YouTube video slot. If you have native Arabic copy, English copy for expatriate and business audiences, good images in several ratios and at least some video, it has material to work with. Thin creative produces thin ads.
You run e-commerce with a clean Merchant Center feed
If your product titles, prices, availability and images are accurate in Merchant Center, Performance Max can put your catalogue in front of shoppers across channels. Google recommends allowing at least 14 days for the campaign to learn before making changes.
When it does not fit
- Thin or broken tracking. Counting page views, button clicks or duplicate form submissions as conversions teaches the campaign to find more of the same.
- Lead generation with no quality feedback. If your sales team qualifies leads by phone or WhatsApp but nothing flows back into Google Ads, the campaign optimises for form fills, including the ones your team would discard.
- Demand that is mostly your brand. If people already search for you by name, a Performance Max campaign can take credit for traffic a cheap brand Search campaign would have captured anyway.
- Very small budgets. A budget that cannot produce steady conversions is spread across many channels while the campaign learns, and you get little usable signal in return.
- A need for strict placement control. Placement exclusions for Performance Max are managed at the account level, and negative keywords apply to Search and Shopping inventory only. If every placement must be approved in advance, campaign types with explicit targeting are a better fit.
| Your situation | Lean towards |
|---|---|
| E-commerce with an accurate feed and purchase values | Performance Max, alongside brand Search |
| Lead generation with CRM outcomes imported back | Performance Max can be tested |
| Lead generation where lead quality never reaches Google Ads | Search first; fix the feedback loop |
| Demand is mostly people searching your name | Brand and non-brand Search |
| Budget too small for steady weekly conversions | A focused Search campaign |
| Strict brand-safety or placement approval rules | Search, or channels with explicit placement targeting |
How to test it against Search
- Keep your best Search keywords live. Google states that Search campaigns with an exact match keyword are prioritised over Performance Max when the query matches that keyword. Google also notes that if your Search campaign is budget-limited, Performance Max may occasionally serve on exact match terms, so keep enough budget behind your proven exact terms.
- Use an Uplift experiment where eligible. Uplift experiments measure what Performance Max adds on top of your existing Search, Video and Display campaigns. They are available for the Online Sales (non-feed), Store goals and Lead Gen objectives, and Google recommends running them for at least four to six weeks.
- Judge on business outcomes, not platform conversions. Compare qualified leads, closed sales or margin for the whole account before and during the test, not only what Performance Max reports for itself.
- Read what it bought. Search terms reporting is available for Performance Max campaigns, and the channel performance report shows how each channel contributes to your conversion goals.
Protecting brand traffic
- Brand exclusions. You can build a brand list and apply it so Performance Max does not serve on specific brand searches, including your own. They cover Search and Shopping ads, with an option to let Shopping ads continue on excluded brand terms. Google notes this works best when brand traffic is managed in a separate campaign.
- Negative keywords. You can add negatives to a specific Performance Max campaign or at account level; account-level negatives apply to all Search and Shopping inventory, including Performance Max.
- Final URL expansion. When on, it can replace your final URL with a page Google judges more relevant. URL exclusions only work while it is on, so exclude careers pages, the blog, or pages whose language does not match the ad.
Feeding lead quality back
For lead generation, the biggest lever is telling Google which leads turned into business. Enhanced conversions for leads uses first-party data such as email addresses to connect offline outcomes to the original ad interaction. Once that is running, set conversion goals such as qualified lead or converted lead, give them values, and consider value-based bidding, which Google recommends when lead value is the primary objective. If deals close over WhatsApp or phone, someone has to record the outcome in your CRM; without that step there is nothing to send back.
Arabic assets that hold up
- Write Arabic headlines and descriptions natively for the audience, not as translations of the English set. Decide deliberately between Modern Standard Arabic and a Saudi register, and keep it consistent within an asset group.
- Keep Arabic and English assets in separate asset groups so a headline in one language is not paired with an image carrying text in the other.
- Design images with right-to-left text in mind and check how they crop across ratios.
- Add search themes, up to 50 per asset group, in Arabic for services your site does not describe clearly. Google describes them as additional signals, not restrictions.
- Review asset reporting to decide which assets to rotate, remove or improve.
Deciding for your account
If your tracking carries real values, you have steady conversion volume and bilingual creative, Performance Max is worth testing alongside Search, with brand exclusions and negatives in place. If any of those are missing, fix them first; the campaign will not fix them for you. For budgeting before a test, see our Google Ads cost planning guide. Frequently asked questions
Should Performance Max replace my Search campaigns?
Usually not as a straight swap. Exact match keywords in Search campaigns take priority over Performance Max when a query matches them, although Performance Max may occasionally serve on exact match terms if the Search campaign is budget-limited. Keeping adequately funded Search campaigns for proven high-intent and brand terms preserves more control while Performance Max looks for additional conversions.
Can I stop Performance Max from showing on searches for my own brand?
Yes. Create a brand list with your brand and apply it to the campaign as a brand exclusion. It applies to Search and Shopping ads, and Google recommends handling brand traffic in a separate Search campaign when you do this.
Is Performance Max suitable for lead generation in Saudi Arabia?
It can be, if lead quality flows back into Google Ads. Import qualified or closed outcomes through enhanced conversions for leads or offline conversion imports and optimise to those goals. Without that feedback, the campaign optimises for form submissions regardless of quality.
