TikTok Ads for Saudi Brands: Creative, Targeting, and Measurement
- Choose the objective that matches an event your tracking reliably reports, and fix tracking before optimising for sales.
- Build native 9:16 creative, test Saudi dialect, keep Arabic text inside the RTL safe zone, and test several hooks per video.
- Run broad targeting as a control, test one variable at a time, and refresh hooks or creators when fatigue signals appear.
- Pair the Pixel with the Events API using a shared event_id, fix attribution windows before launch, and reconcile with analytics and CRM.
TikTok rewards brands that behave like the platform: vertical, fast, spoken to camera, one idea per video. When campaigns underperform there, possible causes include repurposed broadcast creative, measurement that was never reconciled with sales, and tests that change several variables at once. This guide covers execution: what to make, who to show it to, how to test it, and how to measure it honestly.
Start with the objective and the event you can actually measure
TikTok Ads Manager groups its advertising objectives into awareness (Reach), consideration (Traffic, Video views, Community interaction) and conversion (App promotion, Lead generation, Sales). The former Website conversions and Product sales objectives now sit under a single Sales objective.
Pick the objective that matches the event your tracking can reliably report. If your website pixel does not yet fire a clean purchase or lead event, optimising for it teaches the system very little. In that case, run Traffic or Lead generation with an instant form while you fix tracking, then move to Sales once events are flowing.
Creative: build for the feed, not for a broadcast slot
Format basics
For standard in-feed ads, TikTok recommends vertical 9:16 video at 540×960 pixels or larger, and non-Spark videos can run up to 10 minutes (see the auction in-feed ad specifications). Shoot natively vertical rather than cropping a horizontal master, and keep a clean version without burned-in text so you can re-caption for tests.
The first seconds
Viewers decide almost immediately whether to keep watching, so the opening must carry the message on its own. Hooks worth testing with your intended Saudi audience:
- A person on camera stating the problem in the words a customer would use.
- The product in hand, in use, from the first frame, not a logo sting.
- A visible result or before-and-after, shown before it is explained.
- A direct question or a bold claim you can back up in the next few seconds.
Write three or four different openings for the same body and test them. Changing only the opening hook is often a relatively low-effort creative test.
Saudi dialect and on-screen Arabic
Test natural Saudi dialect against formal Arabic voiceover and stock-led creative, since performance depends on audience and context, and match the region when it matters to the offer. On-screen Arabic needs deliberate handling: right-to-left layout, short lines, large readable type, and correct letter joining (check every export, because some editing tools break Arabic shaping). Keep text and logos inside the safe zone; TikTok publishes safe-zone templates in both standard and Arabic (RTL) versions on the in-feed specifications page, because captions and buttons cover the bottom and right side of the screen. For Arabic-speaking audiences, add accurate Arabic captions so the message still lands when audio is muted or unavailable.
Creators and Spark Ads
Spark Ads let you promote organic posts, either from your own account or from a creator who authorises it, and engagement gained during the promotion stays on the original post. The creator generates an authorisation code in the TikTok app, choosing how long it lasts, and you add it in Ads Manager (creation guide). Creator content can feel more native to the platform; test it against brand-produced creative.
In Saudi Arabia, when a third-party individual creator supplies advertising content through their social media account, check whether they need an active Mawthooq licence, the individual advertising-content licence issued by the General Authority for Media Regulation; confirm the current requirements and exemptions with GMedia before you sign anyone. Spark Ads authorisation does not itself determine the licensing obligation. In the contract, spell out:
- How long the Spark authorisation will last and whether it can be renewed.
- Usage rights for the raw footage beyond TikTok, such as other platforms or your website.
- How many revisions are included and who approves the script and claims.
- Delivery of an unedited version so you can recut hooks later.
Targeting: broad by default, interests as a test
TikTok offers interest targeting, behaviour targeting based on recent in-app activity, and custom audiences from customer lists, pixel visitors and engagement. Smart Targeting lets the system deliver beyond the interests or audiences you selected when it predicts better results, while respecting your age, gender and location settings.
A practical approach: run one broad ad group (Saudi Arabia or your service cities, age range, language) as the control, and test interest or behaviour groups against it rather than assuming they will win. Use custom audiences mainly for exclusions (existing customers, recent converters) and retargeting. For planning audience size, DataReportal publishes TikTok ad-reach estimates for Saudi Arabia, but they come from TikTok's own ad tools, cover users aged 18 and over, and describe ad audiences rather than unique users, so do not treat them as a count of people.

A testing structure that produces answers
- One variable per test. Hook, format (creator vs brand), offer, or audience. Not all four.
- Concepts, not tweaks. Test genuinely different ideas first; iterate on the winner afterwards.
- Enough data before judging. Set the decision rule (event count and time) before launch, and let each ad group exit learning before pausing it.
- Keep a creative log. Record hook, talent, length, offer and result for every ad so learnings survive staff changes.
Where Smart+ campaigns are available in your ad account, they automate targeting, bidding and creative combinations. Depending on the Smart+ configuration and the reporting available in your account, automation can make controlled, variable-level testing harder, so keep a manual campaign for controlled tests.
Frequency and creative fatigue
Creative fatigue rates vary by audience, spend and placement. Watch for the pattern rather than a fixed schedule: frequency climbing, thumb-stop and watch-time falling, cost per result rising while targeting is unchanged. When that happens, introduce a new hook or a new creator before the ad collapses. For awareness campaigns, the Reach objective offers frequency control to limit repeat exposure.
Tracking: Pixel, Events API and deduplication
Install the TikTok Pixel with standard events (view content, add to cart, lead, purchase) and pass value and currency where relevant. For websites, TikTok recommends adding the Events API alongside the pixel, sending events server-side so fewer are lost to browsers and ad blockers. When the same event is sent through both, include an identical event name and event_id in each so TikTok can deduplicate them; otherwise overlapping events may be counted more than once and inflate reported purchases. Test with the Events Manager tools before spending, and confirm counts against your own backend.
Attribution windows and which number to trust
At ad group level you can choose click-through windows of 1, 7, 14 or 28 days and view-through windows of off, 1 or 7 days. These settings cannot be changed after the ad group is published, so decide them before launch and keep them consistent across tests. Expect three different numbers for the same campaign:
| Source | What it measures | Use it for |
|---|---|---|
| TikTok Ads Manager | Conversions TikTok attributes to its ads, including view-through, within your chosen windows | Comparing ads and ad groups inside TikTok |
| Web analytics (e.g. GA4) | Sessions and conversions by its own attribution model, usually favouring clicks | Cross-channel comparison and landing-page quality |
| CRM or order system | Actual leads qualified and revenue collected | The primary business-side result and cost per customer, with source-capture and cost limitations documented |
Use UTM parameters on every ad link so analytics and CRM can see TikTok traffic, and treat the gap between the three as information, not an error.
What to report
- Spend, reach and frequency.
- Hook performance: two-second and six-second view rates, average watch time.
- Clicks, landing-page views and cost per click.
- Platform-reported conversions, with the attribution window stated.
- Conversions and revenue from analytics and CRM for the same period.
- Top and bottom ads by concept, with the next test planned.

Frequently asked questions
Does a creator in Saudi Arabia need a licence to appear in a brand's Spark Ads?
The licence relates to the activity, not the ad format. When a third-party individual creator supplies advertising content through their social media account, they may need an active Mawthooq licence from the General Authority for Media Regulation (GMedia), and Spark Ads authorisation does not settle that question by itself. Requirements and exemptions can change, so confirm them with GMedia and ask for proof of an active licence before signing a creator.
Why does TikTok Ads Manager show more conversions than Google Analytics?
TikTok counts conversions within your chosen click and view-through windows, including people who saw an ad but did not click. Analytics tools use their own attribution model, which usually credits clicks. Use TikTok's number to compare ads, and your CRM or order data for the business result.
Should I use broad or interest targeting on TikTok?
Start with a broad ad group limited by location, age and language as your control, then test interest or behaviour ad groups against it. Keep the test that beats the control, and use custom audiences mainly for exclusions and retargeting.
