Digital Marketing for Real Estate Companies in Riyadh

Key takeaways
  • REGA requires a licence to practise brokerage and an advertisement licence for each property ad; check current display requirements before every campaign.
  • Buyers, investors and tenants need separate campaigns, pages and lead routing.
  • Off-plan projects rely on accurate 3D renders and a factual payment plan; ready units should drive viewings.
  • Judge spend on cost per qualified lead and per site visit, backed by fast response and a CRM.

Real estate leads are high-value but slow to convert, and many enquiries never reach a site visit. A marketing manager at a Riyadh developer or brokerage is rarely short of form fills. The harder problem is turning a stream of names and phone numbers into site visits, reservations and signed contracts, while keeping every advert inside the rules set by the Real Estate General Authority (REGA). This article sets out how a digital programme for a Riyadh property business should be built, from compliance and audiences through to the numbers worth reporting.

Start with compliance, because every advert depends on it

Property advertising in Saudi Arabia is regulated, and the rules shape the creative and the media plan before anything else does. Under the Real Estate Brokerage Law, brokerage and real estate services cannot be practised without a REGA licence, a broker must state their name and licence number in any advertisement or publication about a property, and must not give misleading information about it. The Implementing Regulations go further: brokers and service providers must obtain a Real Estate Advertisement Licence for each advertisement.

That licence is issued through REGA's Real Estate Advertisement License Issuance service, which asks for a brokerage contract that includes a marketing scope and the property's ownership document. In practice this means the media plan cannot run ahead of the paperwork: if a unit, a project or a price changes, check whether the licence behind the advert still covers it.

Off-plan projects add another layer. Wafi, the off-plan sales and lease platform under REGA, licenses developers selling off-plan and brokers marketing off-plan projects, and the off-plan implementing regulations provide for a separate project marketing licence. REGA has since issued the Regulatory Bylaw for Real Estate Marketing and Advertising (اللائحة التنظيمية للتسويق والإعلانات العقارية), which sets the advertising licence requirement and exempts advertisers already licensed to market an entire project, such as qualifying off-plan projects, real estate contributions and auctions, from a separate licence per advert. Requirements for what an advert must show can change. Before each campaign, check REGA's current requirements for the exact fields and licence numbers your ads, landing pages and social posts must display, rather than relying on last year's template.

Three audiences, three journeys

"Real estate buyers" is not one audience. The same apartment is marketed differently depending on who is looking at it.

Separate these journeys in your campaigns, landing pages and lead routing. A single "register your interest" form for everyone makes it impossible to tell which spend produced which kind of customer.

Off-plan versus ready units

Ready units can be photographed, filmed and visited, so the goal of the funnel is a viewing. Off-plan units cannot, so the marketing has to carry the visualisation: 3D exterior and interior renders, a walkthrough or virtual tour, a model or show unit if one exists, and a transparent explanation of the construction stage and payment plan. The risk with off-plan creative is over-promising. Renders should match the approved plans and specification, and any timeline or payment term shown should be one the sales team can put in writing.

The project landing page does most of the selling

Every serious project needs its own page, not a slide in a general brochure. A useful project page includes:

Build it in Arabic and English as two proper versions, not a translated copy. Arabic-speaking Saudi buyers and English-speaking expatriate tenants and investors look for different things and phrase their questions differently.

Channels and the job each one does

ChannelMain role for a Riyadh property business
Google SearchCaptures people already looking by district, unit type or project name; usually the highest-intent traffic
Google Maps / Business ProfileSales centres and show units found by people nearby; directions, calls and reviews
SnapchatReach and awareness among Saudi audiences; short vertical video and instant lead forms
InstagramVisual showcase for renders, interiors and finished units; stories and reels for launches
TikTokWalkthroughs, behind-the-scenes construction updates and neighbourhood content in native short-video style
XLaunch announcements, market commentary and conversation with a more news-driven audience

Retargeting people who visited a project page or watched a walkthrough is valuable, but it depends on consent. Use a cookie banner that genuinely controls your tags, and handle lead data in line with Saudi Arabia's Personal Data Protection Law.

Leads are worthless without speed and a CRM

Most of the money in property marketing is lost after the lead arrives. Someone who fills a form on Thursday evening and hears back on Sunday has probably spoken to three other developers. Set a response target in minutes, not days, and staff WhatsApp outside office hours during campaigns. Route every lead, from forms, WhatsApp, calls and walk-ins, into one CRM with its source attached, and give sales a small set of required outcomes: contacted, qualified, visit booked, visited, reserved, lost with a reason.

Qualify on what matters for your project: budget range, purchase or rent, cash or financing, timeline, and preferred unit type. Short qualifying questions on the form reduce volume but raise quality, and that trade is usually worth making.

Measure qualified leads and visits, not clicks

Cost per lead flatters weak campaigns. The metrics that tell you whether spend is working sit further down the funnel:

These numbers only exist if the CRM statuses are updated and fed back to the ad platforms, so that eligible bidding strategies can learn from people who actually visit, not only from people who tap a form.

Frequently asked questions

Do property ads in Saudi Arabia need a REGA licence?

Yes. The Real Estate Brokerage Law requires a REGA licence to practise brokerage and requires the broker's name and licence number in property ads, and its implementing regulations require a Real Estate Advertisement Licence for each advertisement. Check REGA's current requirements for the exact details an ad must show.

How is marketing an off-plan project different from ready units?

Off-plan projects are licensed through REGA's Wafi platform and cannot be visited, so marketing relies on 3D renders, virtual tours and a clear explanation of construction stage and payment plan. Ready units can be shown in person, so campaigns should aim for viewings.

What should a real estate marketing team measure?

Cost per qualified lead, cost per site or show-unit visit, visit-to-reservation rate by channel, and response time to new leads. Cost per raw lead alone hides whether campaigns bring buyers who actually visit.
